At the site, Lu Hui, Deputy Director of the Beihai Economic Development Zone Administrative Committee, presented a briefing focusing on three key aspects: the project’s role in providing integrated supply chain services to fill the gap in chemical warehousing and logistics, its status as the only fully networked and intelligent chemical logistics project in the province and among the leading projects nationwide, and its strong economic prospects as a producer services project.

After listening to the briefing and engaging in discussions with the project team, Secretary Song emphasized that a project’s value lies not in the size of its investment, but in its foresight, complementarity, and distinctiveness. He stressed the importance of aligning with the main industrial chain, identifying service gaps along the chain, and making forward-looking decisions to guide the development of producer services, leveraging “small projects to drive large-scale industrial growth.”

Secretary Song also called on relevant departments to strengthen learning, broaden perspectives, and adopt an open and proactive mindset to better support project implementation and long-term development.

Finally, he encouraged Shandong HRX Petrochemical Technology Co., Ltd. to maintain strong momentum, align with the city’s strategy of industrial clustering, agglomeration, and supporting capacity enhancement, continuously strengthen core competitiveness, and make greater contributions to the development of Quality Binzhou.
